This paper proposes a general framework for determiningthe effect of communication delays on the convergenceof certain distributed frequency regulation DFR protocols forprosumer-based energy systems, where prosumers are servingas balancing areas. DFR relies on iterative and distributedoptimization algorithms to obtain an optimal feedback lawfor frequency regulation. But, it is, in general, hard to knowbeforehand how many iterations suffices to ensure stability. Thispaper develops a framework to determine a lower bound on thenumber of iterations required for two distributed optimizationprotocols. This allows prosumers to determine whether they cancompute stabilizing control strategies within an acceptable timeframe by taking communication delays into account. The efficacyof the method is demonstrated on two realistic power systems
