The constructionof people’s livelihood in rural areas not only needs to meet their basicrequirements such as elders’ care, medical care, and insurance and so on, butalso needs to encourage people living in rural areas and make them haveconfidence to earn a better live through the improvement of self-developmentability. -Insufficiency of self-development ability- and -the lack ofopportunity of development- are two of the most important barricades, whichinteract rural -finance exclusion- as both cause and effect and exertreciprocal intensification as well. The interviewing result from the 1938random samples of local citizens living in villages and towns, which belong to5 provinces and 26 counties and cities, shows that -lack of funds- is thehugest barricade that prevents peasants improving their self-developmentability. The situation is mostly caused by -non-physical finance exclusion-. Togovern this situation, the diversity of rural finance requirements andfinancial ecology cannot be separated and combination usage of different kindsof governance tools is needed.
