Abstract: Multilayer VO$ 2$-TiO$ 2$ nanostructures $d^1$ - $d^0$ interfaces with nopolar discontinuity are studied with first principles density functionalmethods including structural relaxation. Quantum confinement of the {\it halfmetallic} VO$ 2$ slab within insulating TiO$ 2$ produces an unexpected andunprecendented two-dimensional new state, with a {\it semiDirac} point Fermisurface: spinless charge carriers are effective-mass like along one principalaxis, but are massless along the other. Effects of interface imperfection areaddressed.
