This report provides information on student performance at the state, regional, and school system levels on end-of-grade (grades 3-8 reading and mathematics) multiple-choice tests and end-of-course (high school subjects) multiple-choice tests administered in 1997-98 for 117 public school systems and 35 charter schools. Beginning in the 1992-93 school year, the North Carolina State Board of Education authorized administration of North Carolina-developed end-of-grade tests aligned with the state's "Standard Course of Study." At the end of the 1997-98 school year, these state-normed tests were administered to more than 553,000 students in grades 3 through 8, and more than 394,000 high school students took multiple-choice end-of-course tests in Algebra I; English I; Biology; Economic, Legal and Political Systems; and U.S. History. Student performance in reading and mathematics at the elementary level has continued to improve when compared to benchmarks established the first year the end-of-grade tests were given. A higher percentage of females than males scored at or above Achievement Level III. Disparities were noted in the performance of subgroups, with fewer Black, American Indian, and Hispanic American students performing at Achievement Level III or higher than White students. For the end-of-course tests, the percentage of students at each achievement level in each subject has remained consistent across the years. Performance among subgroups at the high school level varied but tended to be consistent across subgroups. For the end-of-grade tests, this report contains state summaries, goal summaries, frequency distribution information, and data on student performance by region and local education agency. For the end-of-course tests, the report contains the same information for each subject. An appendix lists the state's charter schools. (Contains 6 figures and 80 tables.) (SLD)
