This paper from the Academic Senate for California Community Colleges is a chronological summary of the legislation and regulations adopted from 1987-1990, which govern basic skills instruction in the community colleges. The Seymour Campbell Matriculation Act of 1986 directs the Chancellor to develop a funding formula for matriculation, and identifies the consideration of students in need of remedial instruction as one of the factors to be included in the funding formula. The 1987 Proposals for Strengthening Academic Standards defines four academic standards policies to be phased in over three years, including college responsibilities for basic skills instruction. AB 1725, the Statutes of 1988, recognizes the provision of remedial education as "an essential and important mission of the community colleges," and AB 1725 Regulations (1990) permit the waiver of the limitation on remedial coursework for students who show progress toward the development of basic skills. The Matriculation Second-Year Implementation Report of 1988-89 illustrates the progress toward full implementation of matriculation. The Pre-Collegiate Basic Skills report of 1990 summarizes recommendations of the Basic Skills Task Forces and identifies the need for revisions of Title 5 regulations. Finally, the Matriculation Third-Year Implementation Report of 1989-90 reports the progress of the community colleges toward full implementation of matriculation. (NB)
