This report presents the Illinois governor's fiscal year 2001 budget, focusing on higher education. The governor has proposed a fiscal year 2001 state budget totaling $46.5 billion. The budget includes $3.4 billion for higher education operations and grants, which is an increase of $181 million, or 5.7 percent, over fiscal year 2000. This report compares fiscal year 2000 general funds appropriations and the governor's fiscal year 2001 budget by major program areas. It also offers a budget summary of higher education operations and grants, including such initiatives as: $7.3 million for partnerships between higher education and elementary/secondary schools; $24.6 million to increase access to higher education; $11.7 million to increase the number and diversity of citizens in training and education programs; and $5.9 million to improve the quality of technology instruction. Capital budget improvements include $77.6 million for new higher education facilities. Three appendixes, which comprise the bulk of the report, present data tables on: (1) allocation of the governor's fiscal year 2001 budget (higher education operations and grants); (2) allocation of the governor's fiscal year 2001 budget (public university detail); and (3) the governor's fiscal year 2001 budget (higher education capital improvements projects).
