A series of five discussions with more than 50 people involved in the national school-to-work initiative created by the School-to-Work Opportunities Act of 1994 (STWOA) resulted in the following conclusions (among others): (1) Problems with the concept include a negative attitude toward the phrase "school-to-work," the complicated nature of system building, the reality that reform takes time, limits in the structure of government support systems, and lack of mechanisms to continue the progress of the initiative; (2) Some states have made successful efforts in STWOA, infusing education reform with higher standards, providing tax credits for participating businesses, and making plans for continuing the programs after the federal law expires; (3) In other states, STWOA system-building efforts are faltering because of lack of funding, an inappropriate focus on short-term gains as opposed to sustained education reform, limited data-capturing ability, and controversy; and (4) Few resources for continued funding of STWOA exist. The group developed 10 essential principles to improve the school experience, to expand and improve work-based learning opportunities, and to build and sustain public and private partnerships.
