This handbook outlines 10 steps in developing a training plan for Head Start. The introduction defines training and lists the benefits of a training plan. The bulk of the handbook consists of a detailed description of the 10 steps for development of a training plan, including each step's purpose, directions to accompany work sheets, and questions for discussion. The steps described are intended to: (1) "Determine Needs of the Program and Organization"; (2) "Describe Expected Outcomes of Training"; (3) "Set Training Priorities"; (4) "Identify Training Options, Resources Available, and Cost Estimates"; (5) "Develop a Budget and Allocate Funds"; (6) "Prepare the Final Training Plan"; (7) "Carry Out the Training Plan"; (8) "Evaluate the Staff Development Event"; (9) "Provide Follow-Up"; and (10) "Evaluate the Training Plan."
