In February 2000, the Connecticut Department of Higher Education reported on accountability measures for higher education developed by the Higher Education Coordinating Council in response to the requirements of Public Act 99-285. That report identified 180 accountability measures for higher education. A copy of the executive summary of that report is Attachment A of this report. Subsequently the General Assembly enacted new legislation under Public Act 00-220 that requires the Board of Governors to review and approve an accountability report prototype developed by the Commission of Higher Education. This report constitutes the report prototype. The new law also requires constituent units of the Connecticut system of higher education to submit their first accountability report using this prototype to the Commissioner by January 1, 2001. The Commissioner then must transmit the first consolidated accountability report for the state system of higher education to the Education Committee by February 1, 2001. This prototype contains these sections: (1) "Introduction"; (2) "Development of the Accountability Report Prototype"; (3) "Approved Measures To Be Included in First-Round Report"; (4) "Measures To Be Included at a Later Date"; and (5) "Draft Outline of Accountability Report." Five attachments contain the executive summary of the previous progress report, a list of members of the performance measures task force, the performance indicators for the first round report, later performance indicators, and a sample measures report.
