Water management has evolved in the lastyears towards more integrated and participatoryapproaches, aiming at improving the adaptability ofwater systems. Following this line, we propose amethodology to build a decision support system, basedon the participation of stakeholders and the integrationof the different disciplines involved in water use, as wellas the inclusion of uncertainties in the managementplanning. The process has been implemented in theUpper Guadiana basin (Spain) with the aim of solvingthe existing conflicts: the aquifer, which is the mainwater source in the area, has been over-exploited duringthe last decades for irrigation. This has lead to seriousdegradation of natural water-related ecosystems andimportant social conflicts.The river basin authority has tried to implementdifferent policies to attain the aquifer recovery, so farwithout much success. At present, a new managementplan specifically for the Upper Guadiana has beenapproved, where some policy measures are proposed forattaining the reduction of agricultural waterconsumption. The methodology proposed in this work isbased on the combination of a Bayesian network and aneconomic mathematical programming model, elaboratedwith the active participation of stakeholders. Theresulting DSS will be used to evaluate differentmanagement options, within those included in theSpecial Plan of the Upper Guadiana, in terms of theirimpacts on the agricultural income and theenvironmental sustainability. Results show that newmeasures would not be successful unless they areaccompanied by an increase of compliance of farmerswith water regulations.
