Structural differentiation, a concept usedhere to measure differences between ruralU.S. counties, can assist policymakers indetermining degrees of rural development.The Guttman scale of structural differentiation,derived from Dun and Bradstreetretail establishment data, is examined forits validity as a measure and its ability todiscriminate among counties. Valid, stablescales of differentiation can be built fromsecondary data sources and may help inresearch. They must be further refined interms of their relationship with populationsize and density, economic growth,and individual quality of life.
