This Policy Synthesis is a summaryof a longer report that discusses the procurementof food aid within the country or region where itis needed. Referred to as local and regionalprocurement – LRP – this practice has become amajor element in multilateral food aid responseover the past decade1. The paper examines therelevance and the rationale for using LRP,reviews the efficiency of World Food Program(WFP) LRP activities in Africa relative to inkindfood aid and to prices in the markets inwhich it occurs, and proposes a classification ofrisks in LRP. It then discusses a range ofpotential LRP modalities, and proposes a framework of guiding principles, informationsystems, and operational procedures forresponsible and effective LRP. Finally, the paperbriefly discusses the implications of thisresearch for expansion of U.S. government(USG) authority to engage in LRP.
